For a successful application to the Malta ordinary residence scheme, you must be aware of a few factors.

EU/EEA/Swiss nationals have a right to enter, remain and reside in Malta for employment, self-employment, to study, as self-sufficient economic persons.

Non-EU/EEA/Swiss nationals may also apply, but their rights are not automatic. In addition, there are restrictions and conditions imposed, especially regarding employment/self-employment rights, for so-called third-country nationals.

You must rent or purchase a property before applying for the Malta residence permit. There is no minimum cost requirement for this property.

If you rent a property, the rental agreement should not be less than 6 months.

Having a Malta Residence permit requires that residents physically stay in Malta for 183 days or more in any calendar year. Persons absent from Malta for work, business or health-related absences may still be able to claim Maltese tax residence, depending on circumstances.

Depending based on the application (e.g. employed, self-employed, economic self-sufficiency), an applicant will need to fill out all relevant application forms. Firstly, the applicant will provide information and documentation relevant to the category the applicant is registering under for Ordinary Residence.

Secondly, applicants will be required to have a property in place before submitting your application.

The Maltese rate of tax varies depending on the individual’s status (single/married/parent) and amount of income. The highest tax bracket as of 2021 is 35% on any income over €60,000 per year.

Economic Self Sufficiency Malta

EU/EEA/Swiss nationals may apply for Economic Self Sufficiency in Malta. You would have to prove that you can support a lifestyle without the need to be employed by a company in Malta. This can be proven by either showing significant savings or provide proof that you are in receipt of some form of income outside of Malta (such as pension income).
Minimum tax liability of €5,000 per annum was introduced from 2018 for Economic Self Sufficiency permits. The minimum tax is payable by persons having an annual income arising outside Malta of at least €35,000.
