• Compliance with safety requirements set by the United States Coast Guard, as Malta is on the USCG Qualship 21 list.
• Adherence to international safety and pollution prevention standards through the ratification of key conventions such as SOLAS 74, MARPOL, and LL 66.
• Compliance with international standards for seafarers’ training, certification, and working conditions through the ratification of the STCW 78 convention and the ILO MLC convention.
• Acceptance of recognised organisations for the survey and certification of ships through the recognition of RO Code Recognised Organisations.

The Flag State Performance Table has two objectives:

• Recommends shipowners and operators to thoroughly evaluate the substance of a flag State prior to selection.
• Encouraging shipowners and operators to advocate for improvements in safety, marine environmental protection, and seafarer well-being with their flag Administrations.
